City of Las Vegas Fiscal Impact Analysis

Selected as a member of the consultant team hired to perform a fiscal impact analysis for the City of Las Vegas. This analysis includes the creation of an absorption model to identify probable build-out patterns, by land use type. These land uses were then translated into own-source revenues and public service costs (using a service standard method where available) for the City through build-out. The revenues and costs are analyzed under different economic conditions (e.g., population growth rates) to determine whether existing revenue sources were sufficient to fund the public services demanded.
