Public Facilities Needs Assessment

This analysis was intended to measure the fiscal impact of development. It was performed in four phases. The first phase analyzed the likely development pattern for the study area, by land use, through build-out. The second phase analyzed the public costs of providing municipal services like police protection, fire protection, and building roads. The third phase measured the potential revenues that may be generated by real estate transactions (property sales). Finally, the analysis balanced the projected revenues with the projected expenditures to estimate the financial gap.
