This project focused on the study and evaluation of six large urban areas, totaling nearly 5,000 acres, for blight conditions as dictated by the state code. The study required parcel-level analysis of a dozen criteria for over 8,600 parcels. These blight criteria were then evaluated using a combination of primary data collection from field observation, geospatial analysis and third-party data, with many conditions requiring multiple forms of analysis. The resulting evaluation of potential redevelopment areas included analysis of seven additional characteristics for each of the six areas, culminating in the use of over 225,000 data points to determine alignment between each area’s characteristics and redevelopment code.
