Applied Analysis played a central role in the conception, financing and delivery of Allegiant Stadium and related tourism infrastructure in Southern Nevada. As lead staff to the Southern Nevada Tourism Infrastructure Committee and later to the Las Vegas Stadium Authority, Applied Analysis produced the research and due diligence that informed public policy decisions, built the financial models that enabled funding for Allegiant Stadium and an expansion of the Las Vegas Convention Center, and assisted with drafting Senate Bill 1 while also providing testimony during the legislative process. From the Stadium Authority’s inception in 2017 through 2023, Applied Analysis served as the Las Vegas Stadium Authority administrative staff. The team organized and ran public board meetings, prepared agendas and reports, tracked compliance and transparency requirements, and monitored the public finances tied to construction and bond repayment. Applied Analysis also supported negotiations of the definitive project documents that govern the stadium, including the Stadium Development Agreement, Stadium Lease Agreement, Community Benefits Plan and the Shared Services Agreement between the Raiders and the University of Nevada Las Vegas. The result was a clear governance framework, accountable financing and enforceable community commitments that serve Southern Nevada’s long-term interests. The process that gave rise to Allegiant stadium has been hailed as a model of both efficiency and effectiveness.
